President & CEO
Mustafa Rashed is the president & CEO of Bellevue Strategies, a Philadelphia based, minority-owned government relations, advocacy and strategic communications firm. Rashed serves as the firm’s manager of day-to-day operations and is responsible for operations, technology, HR and vision. The firm relies on its vast network of relationships with elected officials, community leaders, and media to achieve positive outcomes for their clients.
Prior to this role Rashed served as the vice president of media and brand strategy of the Bellevue Communications Group a public relations firm in Philadelphia. He has also worked for media organizations NBC10, KYW Newsradio and the Philadelphia Public Record. His work in advocacy includes political campaigns, corporate and nonprofit clients. He utilizes his ability to turn challenges into opportunities and his extensive experience and leadership in the industries to provide a plethora of benefits for his clients’ along with the competitive edge they need. Rashed’s work experience is diverse which gives him the ability to unite his passion for advocacy to provide Bellevue’s clients with innovative direction and exceptionally positive results.
A veteran of the United States Navy Rashed served with distinction in Operation Desert Storm in Iraq and Operation Restore Hope in Somalia. Rising to the rank of Petty Officer Third Class, he received numerous commendations for achievement and leadership. Rashed has also always been invested in the educational and entrepreneurial opportunities for youth and minorities. As such he serves on the Board of Directors of the African American Museum in Philadelphia, PCCY, on the Dean’s Council at Temple University’s School of Tourism & Hospitality Management and as a member of the National Urban League’s Philadelphia Chapter. He also serves on the state of Pennsylvania’s Judicial Conduct Board which functions to preserve the honor, dignity, independence and integrity of Pennsylvania’s judiciary.
Rashed is an advocate of public education and a strong municipal public school system He’s a graduate of the Philadelphia school system (John Bartram, H.S). He holds a Bachelor of Science Degree from Temple University.

Director of Operations
Kara is the client services lead for Bellevue Strategies. Her day-to-day responsibilities include guidance on strategy and ensuring project timelines match goals and objectives. Kara works closely with Bellevue’s clients to create clear lines of communication, assignment of tasks to team members and manages quality control. She excels at organizational development and adopts a ‘can-do’ attitude for every project.
Prior to joining Bellevue Strategies, Kara served multiple roles with Bellevue Media Group, starting as a media planner and developing into VP | Media Director, where she contributed as lead strategist on a variety of accounts to ensure maximum media exposure for client objectives.
Kara other full time job is “Mom” to boys, Liam and Ben. She is a graduate of Penn State University with a BA in Communications.
Nicole Pender is an Associate at Bellevue Strategies. Her responsibilities and areas of work include managing detailed government relations strategies, executing comprehensive communication plans and crisis response support to the CEO of Bellevue Strategies.
Prior to this role, Pender served as the Federal Grant liaison and Strategic Community Affairs Manager in the Office of Congressman John C. Carney. Pender’s past experiences include executing strategic programming with notable international nonprofit organizations such as Habitat for Humanity and the Ronald McDonald House Charity, leading indepth large scale initiatives with the State of Delaware and managing critical communication plans within varying roles. Her diverse background has contributed to her ability to communicate effectively with diversified audiences at many levels.
Malcolm Rashed, an associate intern at Bellevue Strategies, is an integral member of the firm’s day-to-day function. He contributes in the form of research, critical analysis, proposal organization, and project implementation.
Malcolm plays a significant role in Bellevue’s advocacy efforts. He has spent the last two years forging relationships with elected officials and community leaders across Pennsylvania. That, coupled with his familiarity with the people of City of Philadelphia and the landscape assists in his ability to effectively lobby for Bellevue’s clients in City Hall and in Harrisburg.
Malcolm has been a Philadelphia resident his entire life. He is a graduate of William Penn Charter School, in East Falls. He is currently a rising senior at The George Washington University in Washington, D.C. majoring in Sociology with a minor in Political Science. Upon graduation, Malcolm plans to attend Law School to pursue a career in Corporate Law and/or Lobbying.
