President & CEO
Mustafa Rashed is the president & CEO of Bellevue Strategies and serves as the firm’s manager of day-to-day operations and is responsible for operations, technology, HR and vision. The firm relies on its vast network of relationships with elected officials, community leaders, and media to deliver tangible results for their clients. Bellevue prides itself on being able to do good work by investing in projects we are passionate about and believe in.
Some of those projects have included:
- Leading the coalition to advocate for and successfully pass the Philadelphia Beverage Tax to fund PreK, Community Schools and Rebuild (the city of Philadelphia’s $500 million dollar capital works program)
- In response to the Opioid Crisis and the damage it is doing to the state’s foster care system – building bipartisan support in the General Assembly to introduce the Adoption and Foster Care Tax Credit for children in PA’s child welfare system. When passed, it will be the first of its kind in the nation
- Securing city and state public funding and Federal Preservation Historic Tax Credits for one of the jewels of Southeastern PA – Smith Memorial Playground to support their capital campaign to revitalize free space for families and children
- Working with city and state elected officials and key stakeholders on legislation to advance Schuylkill Yards, a $3.5 billion development that will include 4.6 acres of residential office, research, and retail space and will transform the University City neighborhood in Philadelphia
Prior to this role, Mustafa served as the Vice President of Media and Brand Strategy of the Bellevue Communications Group, a subsidiary of Wojdak & Associates, one of Pennsylvania’s premier government relations firms. He has also worked for media organizations NBC10, KYW Newsradio and the Philadelphia Public Record. His work in advocacy includes political campaigns, corporate and nonprofit clients. He utilizes his ability to turn challenges into opportunities and his extensive experience and leadership in the industries to provide a plethora of benefits for his clients’ along with the competitive edge they need. Rashed’s work experience is diverse which gives him the ability to unite his passion for advocacy to provide Bellevue’s clients with innovative direction and exceptionally positive results.
A veteran of the United States Navy, Rashed served with distinction in Operation Desert Storm in Iraq and Operation Restore Hope in Somalia. Rising to the rank of Petty Officer Third Class, he received numerous commendations for achievement and leadership. Rashed has also always been invested in the educational and entrepreneurial opportunities for youth and minorities. As such he serves on the Board of Directors of the African American Museum in Philadelphia, PCCY, on the Dean’s Council at Temple University’s School of Tourism & Hospitality Management, on the Leadership Council of the Philadelphia Global Identity Project, a member of the National Urban League’s Philadelphia Chapter and a member of the Board of Trustees of the Free Library of Philadelphia. He also serves on the state of Pennsylvania’s Judicial Conduct Board which functions to preserve the honor, dignity, independence, and integrity of Pennsylvania’s judiciary.
Rashed is an advocate of public education and a strong municipal public school system He’s a graduate of the Philadelphia school system (John Bartram, H.S). He holds a Bachelor of Science Degree from Temple University.

Vice President | Chief Operating Officer
Kara is the client services lead for Bellevue Strategies. Her day-to-day responsibilities include guidance on strategy and ensuring project timelines match goals and objectives. Kara works closely with Bellevue’s clients to create clear lines of communication, assignment of tasks to team members and manages quality control. She excels at organizational development and adopts a ‘can-do’ attitude for every project.
Prior to joining Bellevue Strategies, Kara served multiple roles with Bellevue Media Group, starting as a media planner and developing into VP | Media Director, where she contributed as lead strategist on a variety of accounts to ensure maximum media exposure for client objectives.
Kara other full time job is “Mom” to two boys, Liam and Ben, and a girl, Sunny. She is a graduate of Penn State University with a BA in Communications.
Jessica Cosmé is a communications professional who cut her teeth in politics, working for some of the top Democrats across Pennsylvania, and biggest companies in across the country.
Prior to her position at Bellevue Strategies, Jessica was a Strategic Communications Consultant developing leadership and corporate change communication strategy for national and global businesses.
Jessica has spent over a decade building and managing relationships, forming coalitions, furthering initiatives, and crafting communication strategies for political candidates, elected leaders, issue advocacy groups, and Labor Unions across Pennsylvania. She has served as the National Finance Director for Pennsylvania Governor Tom Wolf, advised leaders in the Pennsylvania Legislature and members of Philadelphia’s City Council, and served as the Communications Director for PASNAP, one of fastest-growing healthcare sector Labor Unions in Pennsylvania.
Jessica was named as one Politics PA 30 under 30, Billy Penn’s Who’s Next in Pennsylvania Politics, and has served on the Board of Directors of Emerge Pennsylvania, and Slippery Rock University Council of Trustees. A Western Pennsylvania native, Jessica attended Slippery Rock University and studied Political Science. She currently lives with her family in the Old City section of Philadelphia.
Julie is an associate at Bellevue Strategies where she puts her unique background at the intersection of public health, social services, policy, political campaigns, international development, and political advocacy to work for her clients. She is known for her excellent relationship and coalition-building skills and her use of data and analytics to inform strategic decision making.
Before working at Bellevue Strategies, Julie worked for numerous campaigns at the state and county level leading to groundbreaking wins in Philadelphia, Allegheny, and Delaware County. She has received awards for both her political and academic work for which she was most recently named to The Incline’s “Who’s Next in Politics in 2018”, as well as the Juanita C. Evans Leadership Fellow at the University of Pittsburgh. She is additionally active with the National Association of Social Workers and is on their political action committee.
Julie has her master’s in both Public Health (MPH), and Social Work (MSW) from the University of Pittsburgh with a concentration in community organizing / nonprofit management and behavioral health. While at UPitt, Julie worked for two state representatives, and assisted in gun violence intervention research. Before graduate school, Julie was named coordinated for Grassroot Soccer in Cape Town, South Africa studying HIV/AIDS prevention for youth.
She currently lives in West Philly and enjoys listening to podcasts and trying to teach herself how to cook, with little success.
Kristina D’Amico is a research analyst at Bellevue Strategies and contributes to the company and its clients in the form of writing, research, and social media organization, among other things.
Kristina is a Pennsylvania native, and is a rising senior at Temple University College of Liberal Arts, studying political science with a minor in theater, and spent a semester studying abroad in Italy. A graduate of the Lehigh Valley High School for the Performing Arts, she is invested in arts education and the impact it has on students. She is passionate about writing and literature, and the way rhetoric can help to shape the political climate all over the world.
Mathieu Sullivan (Matt) is an Associate at Bellevue Strategies. He works to advance client initiatives through research, writing, and critical analysis. He also manages the day-to-day operation of Bellevue’s social media accounts.
Matt brings with him a wide range of experiences in previous roles. To name just a few, he has worked in retail at Vineyard Vines, as a tennis coach at Legacy Youth Tennis and Education, and most recently in Customer Service, Marketing and Sales at Union Packaging, a food packaging manufacturer. Those roles, along with others, have helped to develop a broad and diverse skill set.
Matt has spent his entire life in the City of Philadelphia. He attended public school at Masterman High School and received his Bachelor of Business Administration in Marketing from Villanova University. In his spare time, you can usually find him watching or playing sports.
Aleah is an alumni of Temple University with a degree in Media Studies and Production. She has a strong media background, previously working in various media related roles. Aleah has worked as a social media coordinator for the fashion brand Thrilla Seven and an executive assistant to the CEO of Hypefresh Magazine. She currently works as a promotions assistant at iHeart Media, planning, promoting, and executing all company events and concerts. Aleah is a Philadelphia native, who has spent her life serving her community through ministry at the Bible Way Baptist Church. She is also a professional dancer, in which she spent four seasons as a Philadelphia 76ers Dancer.
