Parker Administration
It was a quieter week on the schedule, but Mayor Parker kept a steady focus on economic development and the ongoing America 250 celebrations.
Monday centered on investment. Parker attended the ribbon-cutting for Chubb's new 18-story office tower at 2000 Arch St., which will house more than 2,000 employees and feature amenities including a food court, fitness center, and parking for cars and bicycles. The building represents $380 million in private investment — a notable milestone as Philadelphia's commercial construction market continues its slow post-pandemic recovery.
The mayor also marked two other major economic wins: TerraPower Isotopes' $450 million facility in the Bellwether District, which will bring 225 permanent jobs to the city, and Bonduelle Americas' decision to establish its U.S. Growth Hub in Philadelphia, adding another 100 jobs.
Also on Monday, Parker joined Local Gov 250 — a coalition of local government groups and civic stakeholders — for a celebration honoring individuals who have made meaningful contributions to their communities.
On Tuesday, Parker traveled to Northeast Philadelphia for the latest stop in her One Philly, One Future Budget Town Hall series, giving residents a chance to ask questions and weigh in on the city's spending priorities. You can watch the town halls here.
Wednesday carried forward the America 250 theme. Parker unveiled a workforce-themed Liberty Bell replica at the newly renovated Thomas Paine Plaza outside the Municipal Services Building, honoring municipal workers across the city.
Thursday, Parker took her to the Riverfront North Partnership's Annual Spring Fling, where she recognized Parks and Recreation Commissioner Susan Slawson for her service to the city.
She closed the week with a second town hall in the Northeast, this time at Saint Cecilia's Catholic Church.
Philadelphia City Council
This week, the Philadelphia City Council held a series of committee hearings focused on park governance, transportation innovation, utility affordability, economic equity, and zoning legislation.
The Committee on Parks, Recreation, and Cultural Affairs considered nominations to the Commission on Parks and Recreation. A joint hearing of the Committees on Labor and Civil Service and Transportation and Public Utilities examined the potential impact of driverless rideshare vehicles in Philadelphia. Later that day, the Joint Committees on Legislative Oversight and Transportation and Public Utilities investigated rising energy costs, including factors contributing to higher utility bills and the City’s role in addressing affordability concerns.
The Committee on Finance discussed the state of the economy for Black women in Philadelphia, focusing on economic disparities and workforce challenges. The Committee on Rules also met to consider several bills related to zoning map amendments across the City.
During Thursday’s Council session, members considered and advanced various bills and resolutions introduced through committee, with legislation of note outlined below.

Shapiro Administration
Lt. Governor Austin Davis held a press conference in Philadelphia highlighting the Administration’s recent investments in violence prevention and community safety. The Lt. Governor announced more than $67 million in funding to be allocated to 177 organizations through the Violence Intervention and Prevention (VIP) and Building Opportunities through Out-of-School Time (BOOST) grant programs.
Governor Josh Shapiro attended an event at the Franklin Music Hall highlighting the 2026 FIFA World Cup in Philadelphia. Shapiro joined Men In Blazers Media Network, the music group Mt. Joy, Eagles player Jordan Mailata, and more for a night of celebration and pride. The Governor highlighted the significance of the upcoming World Cup, which will take place as the country prepares to celebrate its 250th Anniversary.
Governor Shapiro joined business leaders and The Chamber of Commerce for Greater Philadelphia at the annual “Conversation with the Governor.” He discussed several important issues impacting the Commonwealth, including energy costs, political violence, and election integrity.

Pennsylvania General Assembly
The Pennsylvania House of Representatives and Senate were not in Harrisburg this week for a voting session.
Legislative Movement:
The Governor signed into law Senate Bill 375, sponsored by Senator Rosemary Brown (R-Lackawanna). This law will require all school entities and non-public schools to have an Automatic External Defibrillator (AED) present at all PIAA interscholastic athletic events.
Committee News:
The House Democratic Policy Committee and Senate Democratic Policy Committee held a joint public hearing on hit-and-runs and a new Jay Alert pilot system. The committees met to discuss House Bill 988, sponsored by Representative Morgan Cephas (D-Philadelphia), which will create a “Jay Alert” notification system in Pennsylvania. This will require law enforcement to notify registered auto repair shops after a hit-and-run and for shops to report vehicles matching suspect descriptions. Lawmakers and testifiers discussed the growing number of hit-and-run incidents across the Commonwealth and the need for traffic safety reforms, and the rapid implementation of the pilot program.
